تعتبر الجريمة المنظمة ظاهرة قديمة كان يطلق عليها في السابق جماعات المافيا سواء كانت مافيا ايطاليا أو أمريكية أو روسية إلا أنها كانت ذات أخطار نسبية تستهدف دول محددة ,و بعد التغيرات التي يشهدها العالم تطورت الجريمة المنظمة و أصبحت عابرة للحدود الوطنية و خطرا يهدد معظم دول العالم والساحل الإفريقي الذي أصبح بؤرة توتر تهدد الجزائر والدول المجاورة خاصةالجزائر ويؤثر في استقرارها السياسي والاجتماعي والاقتصادي وهوما أدى بظهور توافق عالمي في الآراء بشأن خطورتها في العالم، مما أدى إلى لزوم التدخل وإيجاد آليات يتصدى من خلالها لهذا وإبرام اتفاقيات دولية ليعم الأمن الإنساني.
