Abstract

يعتبر التخطيط البيئي البلدي إحدى أهم الأدوات لتحقيق تنمية بيئية مستدامة على مستوى كل بلدية. رغم هذه الأهمية ، غير أن الإطار القانوني للتخطيط البيئي في الجزائر لم يتحدد بعد . كالعديد من الدول ، تبنت الجزائر " أجندة 21المحلية " كآلية للتخطيط البيئي المحلي ، بعد توصيات مؤتمر ريو ديجانيرو ، لكن لم يتم تحديد طبيعته القانونية بعد . تتطلب عملية إعداد مخطط بلدي لحماية البيئة الاستعانة بقواعد المناجمنت العمومي ، من أجل وضع خطة حقيقية تعالج المشكلات البيئية التي Zدد التوازن الإيكولوجي على مستوى البلدية

The legal framework of the municipal plan for environmental protection in Algerian law . Municipal environmental planning is one of the most important tools for achieving sustainable environmental development at the level of each municipality. Despite this importance, the legal framework for environmental planning in Algeria has yet to be determined. Like many countries, Algeria has adopted the Local Agenda 21 as a local environmental planning mechanism, following the recommendations of Rio de Janeiro, but its legal nature has yet to be determined. The preparation of a municipal environmental protection scheme requires the use of public management rules to develop a real plan that addresses environmental problems that threaten the ecological balance at the municipal level.
