دور الأحزاب السياسية في تحقيق التنمية السياسية في النظام السياسي الجزائري

Abstract

تمثل الأحزاب السياسية حجر الأساس لكل نظام سياسي ،وذلك لما تلعبه من دور تنموي ،في الساحة السياسية ،يجعل وجودها ركيزة أساسية لا يمكن الاستغناء عنها. وفي الجزائر مثلث التجربة الحزبية منعرج حاسم في سيرورة النظام السياسي ،من خلال ما لعبته من وظائف و أدوار لا سيما في مرحلة التعددية الحزبية ،و اﻋﺗراف اﻟدﺳﺗور اﻟﺟزاﺋري بحرية العمل الحزبي. لكن رغم اﻟﻛم اﻟﻬﺎﺋل من هده الأحزاب في الجزائر، ورغم محاولاتها وجهودها التنموية، الا أنها واقعيا ﻻ ﺗزال ﺗﻌﺎﻧﻲ ﺣﺎﻟﺔ ﻣن اﻟﻌﺟز ،تظهر جليا في افتقارها لرؤية سياسية واضحة المعالم ، تمكنها من ﺧﻠق ﻣﺷﺎرﻛﺔ سياسية ﻓﻌﺎﻟﺔ ،واقتصارها على وظائف التجنيد و التعبئة ،وهو ما يفقدها مصداقيتها ويجعلها في طموح دائم للتحرر من قيود التبعية للنظام ،والتطلع لممارسة حزبية ديمقراطية توصلها بركب من سبقها من الأنظمة الديمقراطية .

Political parties represent the cornerstone of every political system because of the role it plays in the political area, making its presence important and necessary. In Algeria, the party experience is a decisive turning point in the political system, through its functions and roles, particularly in the multi-party phases, and the Algerian constitution's recognition of party freedom. Despite the large number of these parties in Algeria, its attempts and developmental efforts, they still in a state of importance, evident in their lack of a clear political vision that enables them to create effective political participation and limit them to recruitment and mobilization. Lose its credibility and make it a permanent aspiration to free itself from the constraints of subordination to the regime, and to aspire to a democratic party practice that is brought together by those who preceded it from democratic regimes.
