واقع تمويل الاستثمار الاخضر في الجزائر

Abstract

من خلال استعراضنا لهذا الموضوع ،يظهر مدى اهمية التمويل الاستثمار الاخضر في الجزائر كعنصر اساسي و فعال، اذ لا تخلو اي معادلة بيئية من هذا العنصر الهام ،و هذا من اجل انشاء استثمارات خضراء تراعي البعد البيئي كركيزة اساسية لقيامها بغية التنمية المستدامة ، الامر الذي جعل هذا النوع من التمويل يكتسب اهمية بالغة على الصعيدين الدولي و المحلي ، إلا اننا نلمس ضالة و نقص كبير في مساهمة المؤسسات المالية الوطنية في تمويل المشاريع الاستثمارية البيئية (الخضراء) في بلادنا. حيث يبقى القسط الاكبر للمؤسسات المالية الدولية ،و هنا يتجلى دور بنك الفلاحة و التنمية الريفية دورا هاما في تمويل الاستثمار الاخضر ، الا ان هذا الاخير مازال في المراحل البداية من التكوين ،فهو لم يرقى بعد الى مستوى الدول المتقدمة بإنشاء بنوك متخصصة في تمويل المشاريع البيئية و هي ما تعرف بالمصارف الخضراء ،إلا ان وجود صناديق تختص بالتمويل البيئي في بلادنا ،يدل على غرار اهتمام السلطات الوطنية بالقضايا البيئية و نمو الحس البيئي لديها .

Through our review of this topic the importance of financing green investment in Algeria is shown as an essential and effective element. This is an important element in the creation of green investments that take into consideration The environmental dimension as a key element for sustainable development which makes this type of funding very important at the international and local levels. But we see a significant lack of contribution to the national financial institutions in the financing of environmental investment projects in our country. Where the biggest part remains to the international financial institutions the role development bank is ,and reflected in the financing of Green investment but the latter is still in institutions we can say that environmental finance in Algeria is still in the initial stages of training it has not reached the level of developed countries by establishing banks specialized in the financing of environmental projects which is known with Green Banks . However the existence of environmental funds in our country shows the interest of the national authorities in environmental issues and the growth of their environmental sense.
